Congress MLA Vinay Kulkarni had approached the Special Court of People's Representatives seeking permission to enter Dharwad district in the background of Hubli Dharwad Corporation Mayor election. The trial court rejected the plea of MLA Vinay Kulkarni.

Being an MLA, Vinay Kulkarni has the right to vote. For this reason, he filed an application in the Special Court of People's Representatives seeking relaxation of the restriction on entry to Dharwad. The court directed the CBI to object to this. The Special Court of People's Representatives, which heard the petition today, rejected Vinay Kulkarni's plea.
